Let's make it easy. Haruna needs her best friend slash childhood buddy from when she was still living in Tokyo (though they sorta got separated when she flew to Okinawa to live in Shigayomi and all hell breaks loose so she doesn't heard from him what happened afterwards) to pretty much mess up Haruna's life even more and be her super-special-heroic best friend guy buddy of hers. I want him to be in America FC (unless you can suggest a cooler Hetalia FC) and probably someone to hang around and mess her life a bit more.
Here's the catch. (Asides the Hetalia FC, which is America- *shot*), He should be either around the same age as her or older by a year and he should pretty much act like he should be the 'hero' who keeps an eye on Haruna (In short, a bit of a Yosuke and Junpei along the lines) and brings her misery companionship and all. Other than that, the rest is up to you; I don't mind if he's a Disappearing Victim, part of Seph, or pretty much just a normal guy. Go nuts. The only thing I need is that he's Haruna's friend, he brings her more trouble than a sack of potatoes for making fries, and his FC is America or any befitting Hetalia FC, the rest it's a free deal on you.

Because tormenting Haruna with her height is not enough, you just have to pit her annoying, loud hero-buddy to make her go more locos.
